You found an artificial intelligence course you like, you ask your OPCO to cover it, and the answer comes back: the provider isn't Qualiopi-certified, application denied. This plays out thousands of times a year, because that certification has gated access to public and pooled training funds since January 1, 2022.

The good news: „not fundable through your OPCO" doesn't mean „impossible to fund." Four routes genuinely work, and some cost far less than a traditional program. Below you'll find exactly what Qualiopi covers, the options available without it, real numbers, the steps to take, and the traps to avoid (starting with providers promising CPF funding they can't actually deliver). Everything is ordered from simplest to most paperwork-heavy, so you can stop as soon as you've found your route.

What Qualiopi Is, and Why It Blocks Your Funding

Qualiopi is a mandatory quality certification for any organization that wants to be paid with public or pooled money: CPF, OPCO, France Travail, regional councils, the State. It doesn't judge the teaching quality of the content — it verifies processes: public information, needs analysis, adaptation of resources, trainer qualifications, feedback collection, complaint handling.

The national quality framework has 7 criteria and 32 indicators. The audit is carried out by a COFRAC-accredited body, with an initial audit, a surveillance audit between month 14 and month 22, then renewal every 3 years. Budget 1,500 to 3,000 euros in audit fees per cycle, not counting the dozens of hours spent assembling evidence. You can read the criteria in detail on the official Qualiopi page from the French Ministry of Labour.

The direct consequence: plenty of excellent independent trainers, online platforms and AI specialists aren't certified — not because they teach badly, but because their model (monthly subscription, on-demand access, small team) fits poorly with an audit designed for traditional training organizations. So a course without Qualiopi isn't a second-rate course. It's a course outside the pooled-funding system, which is not the same thing.

Method 1: Target a State-Registered Certification, Not Just a Badge

What unlocks funding isn't only the provider's status: it's the pairing of a state-registered certification with a Qualiopi-certified provider. As long as you're only checking the Qualiopi box, you're missing half the equation.

In France, two registers are maintained by France Compétences. The RNCP (national register of professional certifications) lists diplomas and titles that attest to a full occupation. The Répertoire spécifique (RS) lists more targeted skill certifications — the ones that match a specific, immediately usable expertise. You can check any number in three clicks on the France Compétences website. If a course talks about a „recognized certificate" without giving you an RS or RNCP number, the answer is no.

Skilzy is built on two state-registered and recognized certifications: RS7439 on AI-assisted content marketing, and RS6792 on AI applied to sales. Both are fundable. If your goal is to produce visuals, videos and marketing content with AI, the right fit is the AI content marketing certification track (RS7439), which includes sitting the certification exam and requires a funding application before enrollment.

The other route is faster: don't wait for an application at all. Platform access is a monthly subscription with no commitment. Compare that to the 1,500 to 4,000 euros for a multi-day AI bootcamp. The subscription gives you access to the AI Lab, a space where you use the real tools with credits included, instead of stacking five separate 20-euro subscriptions.

Method 2: Have Your Company Pay for the Training Directly

A company can pay for any training out of its own funds, Qualiopi or not: the requirement applies only to pooled funds. This is the fastest and most underrated route.

In practice, your employer receives an invoice, pays it, and books it as a deductible expense under staff training costs. VAT is recoverable if the company is VAT-registered, which isn't the case for providers exempt under continuing professional training rules. No OPCO application, no processing delay, no three-party agreement. The only loser is the internal budget, since the OPCO won't reimburse anything.

To get a yes, lead with the actual cost rather than the principle. A year of subscription per person costs less than a half-day of in-person training, and it covers the whole team if you buy several seats. Show up with three specific tasks you'll be able to automate or produce in-house (campaign visuals, product videos, prospecting scripts, n8n automations) and an estimate of hours saved per week. It's a budget trade-off, not a favor you're asking for.

Training organizations, for their part, have a dedicated B2B offer to integrate this content and the AI Lab into their own catalog — which brings us straight to method 4.

Method 3: Self-Funding and Tax Deduction When You're Self-Employed

If you're self-employed under the régime réel, you pay for the training yourself and deduct it from your taxable profit, with no Qualiopi condition whatsoever. The expense is a standard business cost as soon as it serves your activity.

The details matter, because your tax regime changes everything:

  • BNC or BIC under the régime réel: the invoice is deductible from taxable profit. At a 30% marginal rate, a 1,000-euro course costs you roughly 700 euros net, social contributions aside.
  • Micro-entrepreneur: you get a flat-rate allowance (34% for BNC, 50% for BIC services), which is deemed to cover all your expenses. So you can't deduct anything on top. Your training costs you its sticker price, full stop.
  • Training insurance funds (FIF PL, AGEFICE, AFDAS): you pay into the professional training contribution, but these funds are pooled. So they require a Qualiopi-certified provider. A non-certified course won't get through, even if you've been contributing for ten years.
  • Business owner's training tax credit: the scheme ended for training hours completed on or after January 1, 2025. Don't build your budget around it, and have your accountant confirm.

The useful habit: always ask for an invoice in your business's name, with your SIREN number, even for a monthly subscription. Without a properly addressed invoice, the deduction is contestable.

Method 4: Go Through a Qualiopi-Certified Organization That Subcontracts

A Qualiopi-certified organization can hand all or part of a training action to a non-certified provider, and public funding remains valid. It's legal, common, and it's how the majority of expert independent trainers work.

The mechanism is simple: the certified organization remains the holder of the action. It contracts with the funder, carries the quality responsibility, supplies the evidence at audit time, and subcontracts the delivery or the content. The funder deals with a single counterpart — the certified one.

Three limits to know before you commit:

  1. Cascading subcontracting is prohibited. A subcontractor can't subcontract the action in turn.
  2. For CPF-funded actions, subcontractors must be declared to the Caisse des dépôts, and checks have tightened in recent years.
  3. The holding organization must be able to prove how it evaluates and supervises its subcontractor. If it can't explain that to you, be wary.

In practice, there are two ways to trigger this route. Either you ask the course you're interested in whether it works with a certified partner organization, or you start from your OPCO: ask for the list of organizations listed in your industry on the topic of AI, then check which one offers this content. If you want to compare the three big funding channels before diving in, the guide on funding AI training with France Travail, your OPCO or the CPF breaks down the timelines and the documents required.

The Decision Table and the Mistakes That Cost You

The right route depends on your status, not on the course: start by identifying who pays, then check what that payer requires. Here's enough to decide in a minute.

Route Qualiopi required Who it's for Typical timeline
RS certification track via a certified provider Yes Employees, jobseekers 3 to 8 weeks
Subscription paid by the company No Employees, business owners Immediate
Self-funding with deduction under the régime réel No Self-employed, BNC or BIC Immediate
Subcontracting through a certified organization Yes, on the holder's side Everyone 4 to 10 weeks

The four most common mistakes:

  • Confusing a completion certificate with a certification. An in-house attendance certificate has no official value. Only an RS or RNCP number verifiable on France Compétences does.
  • Paying upfront on the promise of a CPF reimbursement. If your training account funds the action, payment goes through the official platform. A provider who asks you to pay and then be reimbursed should never be trusted.
  • Responding to CPF cold calls. Commercial solicitation regarding the personal training account has been illegal since the law of December 19, 2022. A call or text of that kind signals a scam.
  • Waiting six months on an application. AI tools move fast. If your application is dragging, nothing stops you from starting with self-funding and switching to a certification track later.

The Three-Line Summary

Qualiopi isn't a guarantee of teaching quality — it's a key to pooled funds. Without it, you still have three solid options: the company paying directly, deductible self-funding if you're under the régime réel, and subcontracting through a certified organization. And if your goal is a state-recognized credential, first target a certification registered in the Répertoire spécifique, then vet the provider. Start small and keep your invoices.
